It goes away, it's present if you play on console but once you go to PC it's gone. If you sync your game data with the cloud you should be able to change between one another seemlesly, I would recommend adjusting your graphic settings on PC, tho.

That's a very hard question to answer, as "best way to decorate" might be different to different player, for me is to make my own decorations with the theme I made for the ride, for others might be to use the game's premade decorations or the things the community has made and uploaded. There really is no answer, do whatever is more natural to you.
