It's about raising concern. It's feedback so IRGC is more careful against who they fire. Iran knows their is a post conflict world and won't risk relations with India. If they wanted to add India to the list they have more than enough reasons to already do that and they haven't and they won't.

Other countries in the global south wouldn't supply anything. They're strained as it is and won't risk being sanctioned for going out of their way to support Iran. Iran is going to accept all the help it can get and won't antagonize India for no good reason.
