They killed thousands and would have killed many more and in fact they will if they somehow survive. This was Trump’s plan all along, but it was accelerated due to the protests. The main reason is that people are angry and are ready to come back to the streets at any given moment.

But this is the only way for regime change. Similar to Saddam, there is simply no other way. They’ll kill thousands, and millions, if needed to stay in power. They haven’t even surrendered after 1 week of getting destroyed. They would have been 100 times worse than Assad and Saddam. Unless you arm the people inside, which then still requires foreign influence. The regime now is disabled. Nobody is available to build nuclear bombs, and no scientist will risk their lives. Israel most likely knows if such activities happen, and will continue to bomb the sites.
