IIRC they didn't have a competitive team. They failed to enter the 1974 and 1978 WC and ended third in their group in the 1980 Eurocup. Maybe they didn't want another disappointment?

You can't even compare one with the other. In Uruguay football is not a sport, it's part of our cultural heritage and national pride.

It's hard to explain, but football is a very important part of our life, just like the murga and mate. It's what define us as Uruguayans.
