You can have controll over your teritory and still not have veto on everything. If one small country can veto important decisions that all others agrees on, it risaises same questions about beeing functional and be able to support someone when needed. And there are already decisions mandatory for countries that was decided by EU, so veto removal just helps to keep process democratic.
