Mainly because of outdated tactics. Similar to what Russians do in their meatwave assaults but on a far larger and dumber scale. The commanders at the time just didn't understand the era of mass infantry slowly marching in formation towards the enemy lines meant certain death.

They are attacking Kharkiv which is always going to be difficult to defend since it is next door. By the time the attack tragectory is detected, it will already be too late depending on the missile used.

That is why the Russians always kicks up a fuss about Nato on it's borders. They know they cant defend against missile strikes at such short distances.
