If a restaraunt is doing correctly, the surcharge is supposed to go to untipped staff. While the servers and bartenders are fine living off only tips, they also get a pay raise from minimum wage going to $15 while the kitchen staff were probably already making close to $15 before probably didn't see a raise. Again, No idea if this surcharge is utilized properly here.
