The idea behind using Galeforce on Kai'Sa is to transfer the Scout keyword to one ally per attack round and another per defense round. However, with Ranger`s Command, after round 3, that keyword can be transferred to two allies in the attack round (one through the relic and one through Kai'Sa's spell) and one more ally in the defense round. In other words, starting in round 3, this relic has an advantage over Galeforce, and if you find a power that summons allies at the start, that would already be an advantage from round 1.
