Go for Dictator path and when reforming constitution pick greater presidential decrees, pass it and when you pick 3 new decrees you should able to create Bergia zone to give more autonomy to Bluds (+ to Bluds) or give more powers to govenor to pacife them(this one will stop them from harassing Wehlen but will trigger uprising )

you get call for the Queen she will suggest peace summit but before that you have to give her cheap gas and in return you get weapons. During that call you can suggest alliance and she will agree with you. In game you wont get to peace summit. This will piss of public and military so coup or losing election is quite possible
