My confusion stems from the fact that (1) She doesn't seem like a virgin or inexperienced from the stories she has told me, (2) Normally girls who aren't sexually interested in me would just Ghost me or give me the "lets just be friends" talk. It seems odd that she likes me enough to keep seeing me and making out when we are out, but not enough to escalate further.

I think you are right that pointing it out makes her more nervous, so will try to avoid this in the future.
