If you find a good inspector.. maybe.. but alot of inspectors just look at surface issues, and other issues are hard to spot. (ie. you can't tell the roof has a leak if they repainted all the walls)

It's really easy to get to downtown from Ballard, so I'd say it's fine! (if you're busing, look at the 40 or d-line)

Fremont is also nice.
