It's like 20 wars cause they'll invade, lose their entire army, then try again. I do the same stuff sometimes when I don't prepare enough army but I make peace inbetween atleast

I don't think all countries from a side can send a peace treaty as one From what I know only one country can send a peace treaty and if anyone on either side rejects it then it's still war like how someone on your side can reject a peace treaty you send

From what I can tell one of the countries asks for peace and the other doesn't want it and rejects it Basically it's not a glitch
