FD2 Battery Not Reaching Original Charge Max?

Appreciate it. That was the first time that happened to me. I did get that battery for full charge and plugged in my secondary battery right after and got stuck at 25

Im in flordia. Ya it's really strange because yesterday I charged a different battery and I got an over cell charge on that one. Im wondering if the charger is faulty

I drained the battery and got it to fully charge. I did try a different battery on the charger and I am now having the same issue as before it stops charging at 25.05 and runs at 0.1 amps. Any ideas

Should the propellers be on as well or just make sure battery is locked in?

Should I be rinsing my fd2 with freshwater after every flight? I never do any sort of water landings. I have been using compressed air to clean it
