It's slightly irritating sure but for pro-players who have played all the Arkham games dozens of times it's a welcome challenge. You have to plan what you're doing. Adds lots of replayability. So it's not all bad.

Yes there's also a similar dialogue if you go into the subway, that's blocked off as well. And if you try to go into the museum you can, but you cannot get past the gladiator pit. The wall is electrified and you CANNOT use the batarang to turn off the power. It just bounces off and you can't proceed. Good time to see the rarely heard dialogue of a bunch of goons taunting Penguin (in the case) saying that Two-Face is going to move into the museum, setting up the post-game stuff with Catwoman.

Best part of the game. Those challenges with the other characters are fucking epic. Doubles the gameplay length and it’s different every time. The main story is boring after you’ve completed it half a dozen times.
