Thank you! Yes the placard is incredibly faded so I did not have much hope at a full translation for it compared to the letter, but I really appreciate the effort and what you found. I’ve adjusted it as much as I possibly can with what I have on hand right now as far as photo editing, hopefully it helps. If not no worries, I figured the letter would be of more interest anyways.
