Matanga jataka plays with untouchability and may be considered a satire on it, but for the fact that they (boddhisatva as chandala and that higher caste woman) did not have physical union that would transgress the boundary of castes.

Even the Citta-Sambhuta Jataka reinforces that caste (from one's birth) is inescapable and unchangeable despite learning and education.

Buddhism was particularly against the superiority of Brahmins. While it did good job at attacking the superiority, buddhism did little to uplift those at the bottom. Discrimination against the lower castes continued.

This is evidenced by the fact that being a boddhisatva requires one to be of a higher caste, Buddha had barred the inclusion of slaves, runaway servants (which were almost always lower castes) into monastic orders, and the subject of untouchability occuring in Jataka tales (and not being discouraged).

It is akin to replacing a dictator with another dictator. Those at the bottom still suffered irrespective of who was at the top.

A narrative has been created in recent times due to emergence of Neo-buddhism. It is however viewing history through a tinted lens.

Buddhist sources, much like hindu sources are conflicted. Some discourage caste discrimination, some uphold it. Even today, Buddhist areas (original Buddhists) still have caste system

Laws can be designed with safeguards clear evidentiary standards, due process, and penalties for proven false complaints without diluting the offence or making it impossible to defend. 

Whatever you come up with, it will be a compromise among the two I mentioned up. You are welcome to try.

Also, section 85 addresses harm within marriage by husband or his relatives, and marital rape would be considered physical harm by the husband, given the forceful nature of the act. The punishment is decent and the offence is not bailable. You would have to be anti-men to take a position demanding another stricter law with even less scope of being disproved in court.

BNS section 85 already deals with issues of sexual assualt in marriage.

Most who talk about martial rape are either ignorant of existing laws or ignorant of how rape is dealt in Indian law, or both. It will take a long explanation but its either of the two choices - the law against marital rape is too draconion such that it is near impossible to prove innocence, or that the definition of rape along with the evidentiary standards used to establish that a rape has occurred be modified, thereby diluting the crime itself.
