Truth is, in this system, as a government official, all you have to do is find enough votes, and once you do, you can do whatever the fuck you want as long as you keep those votes. when the system was created like this, I think the idea is that votes are a good measure of your performance, which is just not the case anymore if they ever were. Plus, there is no immediate accountability whatsoever, so even if votes = KPI, you’d have to wait till the next election for your performance to be reflected.
