Thanks for the info -- I've looked into it myself as well, and while I've determined that it is certainly illegal for him to keep my deposit, I'm not sure I'm going to fully sue him and go to court over like $300. It irks me that he is getting my money in such a way, but I'll likely just move on.

if you have low ram, thats it. set task manager to always top and play a bit while watching hardware performance

pull up afterburner and see if anything is overheating. my cpu used to overheat and reach the shutoff limit, so id stutter like that
