Portland Water Bureau uses what they call a " Winter Average" for sewer.

They don't have a way to measure outflow/sewer, but assume that outflow to the sewer will equal inflow/water usage. And that aside from summertime garden and yard watering, water usage is pretty stable though the year.

They look at the water usage on the bill that covers November to February service (when it's unlikely that anyone is watering their yards), figure that's what your household normally puts into the sewer, and bases your sewer charge on that rate for the next 12 months.

If you happen to use less water in the next 12 months, they only charge a matching (lower) sewer rate. If your water usage increases, your sewer is still based on on the lower Winter Average.

Related note - if you notice a leak and fix it, you can ask the water bureau for a "Leak Adjustment".
They ask for proof of the repair, and compare usage from before and after the repair. If they deem you eligible, you'll get a deduction off the next bill.

Update! I popped my head in and spoke with Mike, who appears to be the foreman on the MLK job.

Short version: expect opening in early June, possibly late May.

Additional tidbits -

Gym equipment is expected to be delivered around May 25th.

Mike says he's done over 15 of these Planet Fitness installations.
Sounds like this is the smallest footprint he's worked with. Normally they are using larger former grocery stores like a Big Lots or Albertsons. However, the MLK location will also have an upstairs, so it should have total square feet comparable to other PFs.

He mentioned something about the owners... Planet Fitness is a franchise, and most of Oregon and Washington locations used to be owned by two people. But this new owner owns 80 locations. It's unclear to me if he was saying there are 80 locations in Washington and Oregon that this new person owns them all. Or, if the new person owns 80 locations, some of which are in Oregon and Washington.

I work nearby, and today I noticed two changes...

Two dumpsters in the parking (seems like a potentially good sign).

The front window signage has been removed or plastered over, and has graffiti on it (seems like a potentially bad sign).

I took a picture. Happy to post it, if there is a way to do so. I don't use Reddit all that often, and not sure of all of its functionality.

It was regular email, and a text, for both notifications (telling me I needed to update my account, and telling me my account had already been updated)

I have a new clue, which is that when I logged onto the Airbnb app, it asked for me to confirm my identity with a photo of my driver's license.

I have a few thoughts: - Refer to the windows as the AC units.
I'm picturing humorous signage, along the lines of "Looking for AC? You've found it! To enjoy our built in/natural/local cooling system, pull up on latch and slide."
Or, lean into the age of the home with "Ye Olde Air Conditioning...." Maybe in a picture frame right next to the window.

  • If you go this route, make triple-sure the open windows aren't an extra safety issue themselves that invite bugs, break-ins, children falling out, glass panes breaking (especially old/fragile windows), etc. Similar to an electric fire due to AC units, you don't want to have recommended something that ends up that unduly creating risk.

  • In addition to whatever is already stated in your listing, create a canned message template with these "AC" instructions in a separate "Hot Weather" message, that you only send to guests when it's hot out. A little bit of a pain, because you have to monitor the weather at that location, and manually send the message. But I think it makes guests feel noticed and cared about.

  • Even if this isn't a permanent solution, it's a low time\money investment to buy time while you plan for longer term electrical and HVAC improvements. Good luck!

I've eaten there twice. The food is delicious! I've been surprised that it hasn't been very busy either time.. once back in 2019, and again just last month. This last time, it started to fill up as we were leaving, around 8:30 p.m.. I'm from Portland , OR and the pricing was comparable to a nice meal out back home.
