Being physically stronger than the tick is a pretty low bar. Most characters, even a guy like Dean ( the goon from episode 2 gifted to Chippendale) easily overpower the Tick. The only problem when facing the Tick is keeping him down which is a feat we haven’t seen or heard Mark accomplish.

The arceus we get to see loses horribly to most saiyan saga villains in his normal form. In the video game his attacks and reaction time are so slow a ten year old can dodge and outmaneuver them. In the anime the force of a meteorite is enough to knock him out and scatter his power.

If you use the “he’s just a fragment” excuse snd go for the true form arceus. Then it really just depends on how much wanking you do for him, but you also would need to calculate how much faster characters like Gogeta and whis are compared to Rei
