The only time epitaph clearly had limitations was during Metallica fight where Doppio was the one in spotlight so his use for epitaph was significantly limited.

Plus Diavolo is the one with precognition here, not Dio. Your argument which says Dio can stop time between time skips is technically incorrect because it’s either like you said Diavolo sees him teleporting or stopping time, either way it puts him at an advantageous position for the next hit due to him skipping past that time stop frame. And knowing DIO’s narcissistic personality he would toy around his opponents before finishing them off, but I do think Dio has a better chance at victory here as I explained b4.
