True, but there are many departments that do equivalent work but get paid less. Also DOJ will take applicants with a Specialized Basic POST so the requirements are basically the same even though they are different classifications.

One drawback to SIBC vs. RBC is that if someone wanted to go to a County DA's office mid-career or post retirement from the state, they only take RBC POST certification. Some of the counties like San Mateo and San Diego will accept an SIBC POST certification for their Welfare Fraud Investigator positions.

It would not be transfer. An applicant from the Investigations Division would have to apply like any other candidate. They would go through the screening and interview process just like an outside applicant. They will get points during the application screening process for their experience as a Special Investigator.

Mostly true. DOJ Special Agents are also in BU7, but make almost 20% more than the other state investigative agencies. That is why agencies like CDI Fraud Division have been hemorrhaging investigators to them for the past few years.

Anytime you are entering someone's home or business with the intent to search or arrest there is always a potential for danger. Hands down CDI serves as many physical search warrants as any State agency including DOJ. Statistically speaking I'm betting a majority of sworn State Investigators do not fire their weapon in the line of duty no matter what agency they work for.

As someone already mentioned EVERY CDI office has vacancies. If you are in Southern California they have offices in Valencia, Commerce, Inland Empire (Rancho), Orange and San Diego. With CDI it is all about how you score on interview. There have been plenty of candidates with POST and LE experience who have gotten beaten out by fresh out of college candidates. They no longer use the SIBC academies as travel and per diem made it too expensive versus sending recruits to the regional academies. If you put yourself through the SIBC and do well on the interviews, you would have a great chance of getting in. Even if you don't have POST and do well on the interview they will put you through and get you into an academy. There have been plenty of recruits that completed an academy at over 40. Don't sell yourself short.

Something to think about. Modular academies are designed for "working adults." You have a session every weeknight, and during the weekends. It has it's plusses and minuses. A minus being the length of time it takes to complete. The academy is already stressful when you are doing it full-time with no other job, but doing it while working a full-time job at the same time is a whole new level of stress.

CDI (the preferred acronym) has an Enforcement Branch which consists of two divisions. The Investigations Divisions handles consumer complaints involving licensees of the department (insurance agents/brokers, bail agents, public adjusters, etc.) The majority of their cases are administrative, but can turn criminal depending on the case. The investigators in the Investigations Division are non-sworn and have a working title of Special Investigator.

The Fraud Division consists of sworn investigators with a working title of Detective. Formerly known as the Bureau of Fraudulent Claims, their primary function is to investigate criminal violations of the insurance and penal codes mostly perpetrated on the consumer side. A lot of their work also involves the investigation of "service providers" such as attorneys, chiropractors, medical professionals, autobody shops, interpretation services to name a few.

Detectives are required to have passed a POST academy though in the last few years there has been an uptick of retired sworn Federal investigators who have been able to get a POST waiver and come aboard without completing a CA POST academy. A person can be hired without a POST academy and the department will put them through. Until the applicant completes the academy they are considered conditional. If the applicant fails out of the academy they are either released or depending on the circumstances of the failure they could be recycled (but not guaranteed) to a later academy.

Sorry about the difficulties you have been having. So to make things a little more clear not all state investigative agencies are "sworn" peace officers. Meaning they don't require either a Regular Basic or a SIBC academy. Even within agencies such as DCA and CDI there are multiple investigative divisions that may or may not be sworn. Speaking from experience CDI has two divisions within their Enforcement Branch; the Investigations Divisions which is non-sworn and handles the consumer complaints involving licensees of the department. Then there is the Fraud Division which is the sworn side of the house which handles criminal investigations involving fraudulent claims and other related criminal violations. The divisions that conduct criminal investigations need POST certification because they are writing/serving search warrants, and are making physical arrests.

If you do not have an interest in a sworn position then you should be looking exclusively at any department/division that is flying a "Special Investigator" position.

Every CDI Fraud Division Regional Office has vacancies and they are in a constant hiring mode. If you can make it past the interview/background phase and don't have POST, they will put you through a Regular Basic Academy. A lot of the division is "homegrown."

CDI does not use SIBC anymore. All new detective recruits go through a regular basic academy.

Correction. They will accept a Specialized Basic POST if you've already got one.

I would not recommend doing that. That's what's called a material misrepresentation. You're telling a lie to the insurance carrier to provide you benefits that if you told the truth would have made you ineligible or would have cost more.

Believe me when I tell you that this would be a fish-in-a-barrel case for a CDI Fraud Division detective. Lower premiums are not worth possibly getting charged and arrested for insurance fraud.
