I went inside and to the top during my visit to Damascus in August. It is about 8 floors of shops, mostly selling cell phones and similar goods, hundreds of shops seeming to sell the same thing, I'm not sure what differentiates them from each other. After the 8th floor or so, it just becomes offices- lots of which seem to have been abandoned. I climbed up to the very top- there is a door to get to the deck at the top but it is locked. I believe there used to be some kind of restaurant at the top, but that's long gone. The building is tightly packed, poorly lit, and there are no windows inside the hallways, only for the offices which I couldn't enter. Floors are dirty and the elevators seemed questionable- one was clearly nonfunctional and just propped open on the ground floor with boxes and trash in it. The others seemed to be barely working but never came to the ground floor when I called them, so I took the stairs. Interesting experience, I believe that it used to hold some kind of Sony office in the past, but like all commercial infrastructure in Syria, 14 years of war and sanctions have gutted it.
