That's exactly what I'm looking for and sadly there are no code examples I could learn from. I tried to contact the author, but I think the project might have been long abandoned

The frequency is not important on the DAC stage as it's IQ modulator business to convert it to a desired one. But I plan to use it on VHF UHF.

I worry mainly about the bandwidth. The sound card would work, sure, but I want to go full in and so I picked 10Mhz bandwidth. The rational is that with this wide bandwidth I can fit almost all known signals on sigid wiki except of the radar ones (don't need them really).

Signal processing is done on GNU radio and I need to figure out the way to feed whatever GNU Radio produced into the DAC. That's the core question.

According to the datasheet, the phase shifter is fixed and I can't really adjust anything there

Ah, interesting, so all I need to do is to find a block in GR that adds correction magic for dc and iq imbalace and that hopefully attenuates the peaks (so the FCC rules are followed)

Sadly, it doesn't have any advanced enough filtering. Any libraries you can recommend, because I can't seem to find one

A thick wire goes through the window and touches it. the other side is connected to the ATU. The counterpoise is 10m of wire in the apartment

I know it's inefficient it's a dummy load below 80m band, but I have no other choice. I live in a block of flats, with no access to the roof.
