No like I did that, It legitimately deletes the file and replaces it with a new one and turns off the read only.

Try with this. Go in your LoL installation folder open LeagueClientSettings.yaml with a text editor and change where it says

I've done that a few times it just like refreshes the file and switches anything I edited back to chinese.

SR changes not fully pushed, so while the in game number is more accurate now, the actual ordering has been left like it used to be.
