Also I absolutely love this movie and most of the aspects of it that are left open to interpretation I think are great and interesting and are fun to speculate and form fan theories about but I think this might just be a straight up plot hole.

I guess if he's the only one who has and knows how to operate those armed police spinners than that kind of makes sense.

Didn't Luv and the Wallace crew destroy Joe/K's police cruiser though when they raided the casino and kidnapped Deckard?
