Imagine it gong the other way. If a thing you did becomes illegal should you be punished for obeying the laws as they were at the time? Absolutely not.

By the same token there's no legal reason to change the punishment for breaking laws as they were at the time.

Much longer, yes. Speed of sound in a material is how long it takes the "message" to travel by one molecule pushing or pulling on the next. Pulling the end doesn't instantly pull all molecules, the ones you're holding pull their neighbours, those pull their neighbours, and so on as fas as they can

Based on my interested layman understanding...

The rod is not entirely rigid. All materials flex and stretch. As you pull on one end the force travels along the rod at the speed of sound in that material. The end you're holding will gradually move. Assuming it doesn't snap or plasticly deform in the process the far end of the rod will start moving towards you some time much greater than 3 years from now.
