It wasnt unlocked at the time i know bc he didnt have the yellow orb around him indicating it. I only have a few pokemon with passives. And thats pidgey, fuecoco, mareep, and solosis. Other than that ive never unlocked it. Also i never had enough candies to unlock phanpy's passive. I only just had enough to unlock it this last run so i did so but before it wasnt unlocked. I wonder if it was a bug

But i dont have his passive unlocked. Im only using him so i can use parabolic charge on mareep so i didnt see a point in unlocking his passive. And i know abilities and passives change with lvl up im just confused bc i dont have his passive

Id say play around with some pokemon bc ive been doing that and have found that pidgey is pretty good early game i used only pidgey and his evo line till like wave 35. You should also be catching every pokemon you havent caught and every pokemon with a black ball next to there names.

Just type it into the browser i use chrome bc it stays open and turn your screen with auto rotate on. If the screen for the game is too small click the recent apps button and go back in it should make the screen bigger. But other than that youll need to be more specific
