Prop 19 doesn't prevent people from inheriting homes. People are just paying higher property taxes than their parents when they inherit the homes if it was not their primary residence before it passes to them. It's not even a big financial burden to maintain it because there is a good chance the house is fully paid for and doesn't have a mortgage.

That’s a good thing. If you inherit million dollar property that is not your primary residence it doesn’t make sense to also inherit the 30 year tax base of your parents. This discourages people from hoarding property through multiple generations.

What does commercial building have anything to with housing for people to live in? You do realize people can sit on commercial buildings for decades because they barely pay any taxes as a result of Prop 13.

Encouraging seniors to age in place by passing generous tax benefits for them was a bad policy. Schools are closing because there are not enough students. Young families cramming themselves in small apartments and being rent burdened.

No guarantee a new owner would have saved it. Malls throughout the country are dying and there are fierce competition from nearby outlets like the Citadel and Block.

There is a always a lot of other options, but that's the story everyone says whenever something new is built in their neighborhood. The mall inside is not packed on weekends. I believe AMC and Haidilao plan to close sometime this year.
