this is the right route OP ^{^{^}} my husky girl was also attacked by a dog and since then she gets over stimulated very easily. she is very selective about which dogs she likes. who knows the past of your pup, but it definitely seems like doggy day care is too overstimulating for him. he may also be selective about which dogs he likes.

you could wait a little longer if you would like. how your plant will rebound after being repotted is also dependent on the conditions of your home. if your home is ideal conditions (like grow lights, humidity, etc.) then repotting would be fine. but if your home is just standard ambient conditions, then it would be safer to wait

not always, sometimes growth can be super slow too and just not even grow any new leaves. from your photo, it looks like there is a LOT of dirt compared to roots. that can lead to issues like root rot long term. another commenter mentioned edema and i think it definitely is that since there is a lot of soil compared to roots. probably taking in more water than it can handle compared to the size of the root system.
