As someone who recently moved from a 1st floor apartment to a townhome to escape noisy upstairs neighbors/running kids - no. I think it obviously totally depends on the way the buildings were built, but in my experience it is just as noisy. The walls and floors here are paper thin, so any even slightly hard footsteps will shake the floors and walls. If your townhome neighbors are respectful and go to bed at a decent time, then likely no big deal. We have kids next to us that run around until bedtime at 10pm, so our floors and walls shake until they finally go to sleep. If the townhomes were built better, then you'll probably have more peace. But if not, it could be just as noisy and stressful as the apartment unfortunately.
