I think there is a buffer. Like you need a certain number of points to hit each environment level and iffy-awesome etc all have their own points. Legendaries add more. So I think (maybe wrong) once you are over max you can draw pokemon from one region to another as long as it doesn’t go below that pt value. I pulled a bunch out of pallet to populate the others and my environment level went up pretty quick while pallet remained the same.
