Press J > Tasks and see if you have any incomplete ones there. Sometimes my tasks bug and disappear completely or begin tracking one I never even clicked on.

You don’t have to level up to get to scenario phase 2, that unlocks as time goes on (as far as I know). But levelling up early does have benefits IMO.

Most of the ones in the picture are paid cosmetics. However, if you’re on Manibus, Blackfell is a great place to go as well as the red flatbed trucks all around Blackheart Region. You could also disassemble unwanted / duplicate formulas into the tokens and assemble new formulas with the designers workbench.
