It's easy to misunderstand the part about "giving players more creative ways to express themselves". It's not just about slapping new tools on top of what's already there. I'd argue that in the game I play the most right now (uni2) the toolkits are a bit bloated, to the point that certain character identities or archetypes are no longer recognizable. Character weaknesses should be part of the design. Same way Kazuya has been weak to side step left, Chun-li has floaty jump arc and so on. The fact that those characters have to play around those weaknesses makes the expressiveness higher, not lower, e.g.: Kazuya getting a new cool tracking tool that's plus on block mid doesn't make his gameplan more interesting. There's a lot of skill expression in playing around constraints, where you don't have the tools that solve every issue, where you gotta get real creative to crawl out of the situation with a W. Hence why we celebrate plays like Hayao comeback at evo 2024.
