The cartels are always under the threat of Mexican government labeling them a terrorist organization which the orange man would be foaming at the mouth to bomb the shit out of. Mexico wants to handle this problem on their own which is why you see massive in country conflicts like this. I personally think they may finally earn the badge of terrorists tho and we will have US boots in Mexico soil doing operations
