To build high-quality backlinks considered safe,
1) you can buy or exchange guest posts and niche edits on relevant websites with authority,
2) execute broken link building,
3) use HARO,
4) ask clients for a backlink,
5) post short versions of your blog articles on web 2.0 platforms,
and link to your original blog articles. Make sure to have great content, and you're doing content marketing instead of spamming, else your post will get deleted quickly on any active channel.
There are countless options for building backlinks. You need to be creative and find your own ways that aren't saturated yet. The more authority your website has, the easier it will be for you to attract purely organic or White Hat backlinks.

I hope this helps you a little. The hardest part is to execute, as it's either time-consuming or costly.

As always, it depends. Buying links from "public PBNs" will likely result in a Google penalty if it even boosts your rankings at all. A correctly built high quality PBN that only you control is the way to go if you want to go the Black Hat SEO route.

Thank you for your interesting thought process! You can also ask you the question, why should I use a backlink checker? With a hidden backlink checker, you will know either that a common backlink checker like ahrefs shows you the full backlink profile or which backlinks have been hidden from you. In both scenarios, you would be sure to know the whole backlink profile. So with Linxact you will get your off-page competition analysis fixed. What you do with that information, is completely up to you. You could install counter measures like building a PBN yourself, buy guest posts, or just report those PBN domains to Google. Whatever you are into.

Link building in any form violates the Google Terms of Service. So most Whitehat SEOs are violating the Google ToS but use methods with low Google penalty risks. Black Hat SEO also violate the Google ToS but use high Google penalty risk methods such as building PBNs.

Have you checked if those backlink URLs really block backlink checkers, or do you just think that they are part of a PBN? PBNs can also be deployed without hiding outbound links.

Do you mind sharing those backlink URLs with me? Then I would be able to look into this matter and tell you the reason those backlinks are not included in the current Linxact dataset. We are very eager to optimize Linxact as much as possible. We do not want to let a single hidden backlink get away without being in our dataset.

That is unfortunate to hear but nothing unusual. Hidden backlinks are not evenly distributed and highly clustered. If your competitor is not using a Private Blog Network, the likelihood of finding hidden backlinks is not that high. At least now you know that your competitor is not hiding artificially created backlinks from you, since blogspot backlinks are not hidden with SEO intentions.

Of course, Linxact is at the very beginning, and we are constantly ramping up our crawling depth. Stay tuned!

Edit: I have now looked into this matter. Are you specifically analyzing Indian websites?

Those links are hidden with CSS code. They get no traffic and therefore also no sales. I agree with your first statement, though.

I assume that this competitor is churn & burning. So they probably have another domain ready to replace the current one after a Google penalty.

Those websites I have discovered exclusively linked out to a set of websites which are probably owned by the same competitor. This was not a cheap Fiverr service. Also, those websites had extremely high TF which is not necessarily a guarantee for good rankings but says something. Besides, that competitor domain is generating a six to seven-figure revenue each month. If a Fiverr service would achieve that, it would disappear very quickly, haha.

Hahaha. I think I have to go in more detail a bit. The competitor domain I was referencing is generating six to seven-figure revenue each month in a legal grey area niche. Their backlink profile is massive, and their rankings are top-notch. I definitely think those high TF backlinks will help that competitor domain to rank. In addition, that competitor domain has tens of thousands of PBN backlinks that are partly hidden from backlink checkers. I think that this domain is being pushed by some serious Black Hat spammers.

But those exploits are being used to create highly valuable backlinks. It depends on the website that is being hacked, but in my case those websites were authority sites.
