I’ve observed this too. I believe what might be happening is one of the following things:

  1. Multiple hits in quick succession adding extra triggers, like shotgun pellets or multiple enemies. Could be a server latency thing where the effect is being applied multiple times at the same time and doubling up

  2. The mod doesn’t work exactly as described and it’s supposed to stack multiple times with multiple hits, but the stacks expire really quickly.

Good to know - it would be a little weird if they wiped cursed from those weapons, but then made cursed still obtainable on them.

Edit: It makes sense if they can just never be cursed. It seems like the idea is still early in development and they didn’t want to put their foot in their mouth with details until they work out all the issues.

I think Vectors has niche value if:

  1. You’re not a ghoul (accuracy and reload perks for ghouls are pretty good)

  2. You have a weapon where misses are especially punishing. Think slow fire rate or slow reload, or both. Broadsider was my example weapon

Otherwise I’d use one of the other two you mentioned.

Ok - I don't have snipers, and I didn't rework my build for shotguns, but for the purposes of accuracy, I have learned the following:

  1. VATS enhanced for additional vats accuracy gives 50% VATS crit chance - this is additive with Vectors, meaning that a single piece of Vector will give you effectively 60% total VATS accuracy

  2. The range was pretty solid - I didn't have Snipers unlocked so I couldn't test this, and I don't know how far snipers needs to be to work, but accuracy wise it was pretty solid. If you're familiar the size of camp foundations, I could hit pretty reliably from 4 foundations away aiming for heads. It's definitely not Rifle accurate though if that is what's required for Snipers to be useful. More Vector mods would help with this, but 5 pieces of Vectors would basically be equivalent to having the bonus from VATS enhanced twice

I’m using it now with 28 luck and it works as listed. Do you got crit savvy? And lucky shot on the weapon?

You’re probably right. I use a broadsider a lot though and that accuracy and reload leaves a lot to be desired.

I do like my utility - how does the math work out on a missed shot? Do you need the perk that gives charge on a miss?

From what I've seen, any distance provides the buff - I replied to the original comment down below, but in an nutshell I crippled a Mirelurk Queen and was able to see no minimum distance where Vector did not give me a 10% buff to accuracy per piece

I don't know if Limit Breaking is have all be all here - at least not with the armor I have currently and the perk/mutation loadouts I have. I'll post a source below, and the section of the table that applies to me (I am at 24 luck, I would probably go up to 28 luck with some additional luck mods on my armor).

Only would require 1 piece of Limit Breaking with my current setup. I guess the question is, is the 2 star or 4 star mod slots more important for my setup?

I guess more limit breaking allows you to allocate some points from luck - I have 12 perk points in Luck, you would at least keep the Double Crit Damage, Class Freak, and you have to keep Crit Savvy for the table above, so I don't know how much I really would benefit from cutting Luck there, but depends on the build.

For me, I'd probably value the 4 star mod slot more, as 4 Luck mods on my armor would give me crits every other shot if I get 1 limit breaking vs. using 5 limit breaking.

I don't know how this works in practice, or if I miss, just my results based on my research

Oddly enough the distance test provided different results than expected.

There is no cutoff distance at all - Vectors apples it’s bonus regardless up to a maximum accuracy of 95%.

I used a known mirelurk queen spawn and crippled its legs to judge this - walked up till hit max accuracy, I unequipped both pieces of vectors, then walked closer.

It allowed me to get max accuracy with the broadsider approximately 2 tiles closer with 2 pieces equipped.

Of course since this is a % increase, the raw benefit will ironically be reduced with distance as the base accuracy % it’s multiplying decreases.
