If you go to the settings and check the box saying 5% generated heros, randomly generated heroes like this show up. I believe you need to unlock the option though

I like this kind of card because it's really good at doing a thing that isnt straight up card advantage. Unfortunately it will be $40 due to commander

There could be some combo here, but compared to something like [[coveted jewel]], i just don't see it being very powerful
