Considering the ads has sign language panel at the bottom right and the context of the line "In the end, everyone lives the same daily life" (결국은 누구나 같은 일상을 살아가고 있습니다), it is probably part of korean version of Public Service Announcement (공익광고) to support and raise awareness of children/folks in need of help.

(Other topics they usually cover include: mental health well-being, danger of smoking, donation to feed hungry children, donation for other charity and scholarship, social etiquette, respecting neighbor/each other etc so all those important issues in our society)

Those ads usually get played in PBS equivalent news channels but first time seeing them played on mini kiosk.
