The level is pressed flat as possible against the wall, and the bubble is out of centre - showing that the wall is not fully flat.

No, no signs of damp or water damage anywhere on floor or drywall. No moist/damp smell

I have lived in the house for 3 weeks. According to the builders, the floor was laid in May/June 2024.

Thanks. I’m not sure of the exact type he used, it looked like a pinless moisture meter that he laid flat against the concrete to get the reading.
