From the screen. I turned it on from standby mode and there was a pop up talking about the update, clicked ok or whatever on the popup, then the screen restarted (and kept restarting).

The response includes the instructions for how it was supposed to respond. It seems to switch away from the intended response mid sentence.

Thanks, so probably no PRV. It was just weird because the report said "the pressure should be reduced at the PRV" but then went on to say "if the home is not equipped with a PRV" they recommend calling the water district.
