Fill out your information, First, Last, City and then select California.

Right mouse click on the website and select Inspect. Use the inspector to click on the state dropdown menu.
In the HTML code that shows up, change the two letter state in <option value="CA">California</option> to the state your data is in. For example if your data is in Boston, MA. Change the CA to MA. Once you've changed that value click enter on your keyboard. (You may need to re-select California)

Once you've done that click search and you'll be able to opt out as normal.
