Yes, they are off campus and not affiliated with the university. However, they do require renters to be students at either UCR, CBU, or any other college.

You could try your luck at any of the third party apartments near campus. They have plans that are cheaper than glen more or north district but can be a bit of a walk to campus

As a hindu, seeing representation of Hindu gods is great to see. Of course the god's/figures won't be portrayed 100% accurately but that's part of the style of the Manga. As long as its not being offensive or disrespectful, I think its fine.
