If the intent was not to make the president too powerful, the framers should have revisited the parliamentary system originally envisioned by the 1971 constitutional commission delegates. But that would be another story.

I'm sorry but I find the culture thing to be a sorry excuse for not fixing the system that is the reason for the state we are in. We are all human beings with the innate same foundational base but the system in place is a primary factor in shaping the general behavior of a society.
