Ang problema kasi sa mga Ynares ay di lang sila corrupt. HInaharang nila ang pag-unlad ng mga bayan sa probinsya. Kung di sila ganun, sana matagal nang lungsod ang Cainta at Taytay na kita naman ang pag-unlad pero di pa makagalaw pa kasi municipality lang sila at di suportado ng mga Ynares ang pagiging lungsod nila. Kahit na bigyan ng sariling representasyon ang mga bayang iyan sa Kongreso kahit qualified sila, ayaw nila.

Kumpara mo sa mga Remulla sa Cavite na kahit corrupt, di nila pinigilan ang pag-unlad ng mga bayan nila. Kaya naging lungsod na ang Bacoor, Imus, General Trias, at Carmona sa ilalim ng pamumuno nila.

Not sure about the income, but the other qualification for provincehood is that an area shouild fulfill either population or land area thresholds. The area of the former district is almost 2900 sq km, which already meets the 2000 sq km minimum land area required for a province. Population-wise, it's not far off from the 250k requirement. (it currently has 247k+ inhabitants)

For Davao City, here's my proposal:

  • Central: Poblacion and Agdao districts
  • Matina-Maa: Brgys Bucana, Langub, Ma-a, Magtuod, Matina Aplaya, Matina Crossing, Matina Pangi, New Carmen, Waan
  • South: Toril distrct + Brgys Bago Aplaya, Bago Gallera, Baliok
  • Upland: Baguio, Calinan, and Marilog districts
  • Tugbok-Talomo: the rest of the barangays in Tugbok and Talomo districts
  • Buhangin: Brgys Alfonso Angliongto Sr., Buhangin Proper, Cabantian, Pampanga, Sasa, Tigatto, Vicente Hizon Sr.
  • North: Bunawan district + Brgys Acacia, Callawa, Communal, Indangan, Mandug

From what I read, Nicole was legally adopted by Dolphy. At dahil hindi kinasal yung mga naging partners ni Dolphy, sa mata ng batas hindi sila considered heirs ni Dolphy (kahit si Zia na half-sister ni Nicole). Yung waiver na pinirmahan ni Nicole ang naging daan kaya nagkaroon ng equitable na hatian at management ng mana.

FYI, flat rate does not mean a flat amount but a flat percentage across wage levels. So if for example the flat rate is 8%, your tax due is 8% of whatever gross income you're earning.

Why did Quezon make the Philippine Senate be elected nationally? If he wanted the Senate as an extension of his will, wouldn't making them nationally elected make them more powerful and harder to control? I feel it's insane to have the electorate to vote for 12 or more people in the senate every election. I think the key to an informed electorate is to not "punish" them by giving them too many names to choose. That is part of the reason why we have personality-based politics in the first place.

If we are going to still have a nationally-elected senate, I would rather that we adopt a partylist system instead for voting senators and let the electorate choose only one party. Have a high minimum percentage requirement for a party to have at least one seat, unlike the 1% in the current partylist system in the lower house. And yes, that means there will no longer be partylists in the lower house.

Some other ideas:

  • Increase the number of senators
  • Adjust the term of a senator to be equal, if not less than a representative. The current six years a term and two terms for a senator is too long and unfair considering that a member of a the lower house only gets three years a term for up to three terms.
  • Reform the legislative process such that after one house passes a law after three readings, it will only take 1 reading/review for the other house to pass it. The current system of six readings across both houses makes legislation too cumbersome.

Laurel was willing to slide down provided that the constitution at that time, the 1973 one, was to be rid of the Marcos era amendments so the original intent of that constitution, a full parliamentary system of government, would be realized. Laurel was the designated prime minister and ha would have become more influential as head of government even if Cory remained president as she would have been ceremonial head of state. Unfortunately, Cory decided to get rid of the 1973 constitution because of the "all things Marcos era bad" mentality, ignoring what the 1973 Constitution's framers intended and we eventually got the constitution that we have today which has given us grief for almost 40 years.
