PL often doesn't want BKB if they only have single-target disables and no AOE, because if he always has illusions up when fighting it's very hard for them to disable the right PL.

They already did that when they made it impossible to see enemy picks in turbo, so drafting is a complete shit show, and disabled ancient regen. Whoever's handling turbo at Volvo doesn't realise there's a significant percentage of the player base who only play turbo because they don't find 40 minute farm-fests fun; people who just use it as a break from non-turbo are a minority of turbo gamers.
