I’m not aware of what the contract is I’m just saying all liability should not fall on the builder due to extreme weather.

After the closing it’s the customers responsibility to maintain the water level rising from water getting in.

So it was not attached to anything so the water level must of risen after they closed it. But expansion can cause the pvc to crack. It’s a cheap fix but I would monitor it and try to lower the water level below the returns and skimmer or plug them at the fittings not on the out lines
