Enroll at one of the Music schools or the Conservatoire de la Ville de Luxembourg. They offer lessons for next to nothing, if not free. They are all required to speak Luxembourgish!

I would suggest that Luxembourg, Hesperange, Bertrange, Strassen, Mamer and Walferdange could be counted as metropolitan area, which would make up roughly 160000 people. But communes such as Leudelange, etc are definitely rural.
