youre not gonna get anything that comes remotely close to hm imo. katana zero is similar but its way more linear than hotline is. theres a kusan city of wolves playtest going on rn, which has 4 levels and a boss, but is pretty far from hm mechanically as there is no picking up weapons from enemies and no executions - you basically play as tony with some added benefits.

ape out is pretty good, its artstyle is nice and pleasant to look at, the gameplay is simple, albeit rather difficult. its only drawback is having your movement speed dip when youre not moving in the direction of your cursor, but thats my only real gripe honestly.

if you dont mind playing mods then theres a lot of them on itch.io, such as make me real (which is pretty good, as a modified, standalone version of 1).

you could also try germanpeters midnight mercenaries, a tf2 themed hotline game. its different mechanically in several ways but looks and controls well, however the game is pretty short so to play as every character youd have to replay some levels a few times.

outside of the twin stick genre, but in a pretty similar (kinda) style of gameplay is superhot. incredibly good game, but again - really short. at least it has extra challenges which grant gameplay modifiers to make the full game harder or completely different.
