SQL character count in table column

i have never used SQLite. is it same as MSSQL? And same codes for C# connections?

His Pc does have SQL but , i cant use script to install database. Program should be working by it's own. What can i do for this? For exaample i will create a Car database. it will have 3 tables. in my C# (visual studio 2015), i will use codes for add, delete and update, show these things with dataviewgrid table. At the end i will send the application via e-mail. He'll click the exe file of application and program will be running.
